Built between 1953 and 1979 within the hills at the foot of Zlatar Mountain, the ARK is the largest atomic shelter, and one of the largest underground facilities ever built in the former Yugoslavia. For more than ten years after its completion, it was the most secret military installation in the country. All construction workers were carefully selected and vetted, signed a non-disclosure agreement, and all staff members underwent the highest security checks. In 1979, the job was completed after 26 years and US$4.6 billion in construction costs.
